Unless you have a plan that specifically includes roaming, you will be charged a very high rate for calling and even receiving calls.

Also, if you have a kosher plan, your sim card, in many cases, will lock even if the phone is just turned on out of Israel.
Make sure to keep your phone off when out of the country so you will have service when you return and so you won't have to pay for a new sim card.
